JSDF GRANT FOR IMPROVING CHILDREN’S HEALTH AND NUTRITION IN LOCAL

COMMUNITIES IN TOLEDO DISTRICT PROJECT

REQUEST FOR STATEMENT OF CAPABILITY

The Government of Belize with the support of a Grant from Japan under the Japanese Social
Development Fund being administered by the International Bank for Reconstruction and
Development (World Bank) is undertaking the JSDF Grant for Improving Children’s Health and
Nutrition in Poor Mayan Communities of Toledo District Project. The main objective of this
Project is to improve the health and nutrition of children in poor Mayan communities in Toledo,
Belize through an early childhood development approach focusing on prenatal care, nutrition
monitoring in the critical window of opportunity, and school health interventions at the primary
school level. In general, the activities of the Project include but are not limited to: community,
individual and institutional development; information dissemination; infrastructure upgrading and
renovation of existing facilities; the procurement of pharmaceutical supplies, video and
communication equipment; and loan administration. The Project will be implemented by the
Toledo District Health Council (TDHC) with the Ministry of Health, the Grant Recipient, providing
overall oversight of the implementation process. It is intended that part of the proceeds of this
financing will be applied to contract a consultant to enhance the capacity of the TDHC in project
implementation.

The Ministry of Health is now seeking to recruit an individual to fill the position of Project
Coordinator. The critical minimum requirements for this position are listed below, however,
applicants are asked to view the detailed terms of references:

Project Coordinator
- A graduate Bachelor degree (master degree or equivalent preferable) or equivalent in
development economics, regional planning, management or a discipline related to the
project
- Three years related experience in development planning
- Experience in implementing donor-funded programs, project management and/or health
administration

The consultancy is expected to be for an initial period of twenty-four (24) months commencing in
February 2012.

The Ministry of Health now invites individual consultants interested in undertaking the
assignments to submit their Statements of Capability. In submitting their Statements of
Capability, applicants should be aware that they will be assessed based on the following areas:

(a) Qualifications
(b) Experience of the individual relative to the particular assignment
(c) Experience in project management, experience with multi-lateral funding agencies would be
an asset
(d) Experience in Belize and/or the Caribbean
(e) Availability of Candidate for the proposed consultancy period.

The sealed envelope containing the Statement of Capability must include the name and address
of the applicant and should be clearly marked “Statement of Capability: (Project
Coordinator), JSDF Grant for Improving Children’s Health and Nutrition in Local
Communities in Toledo District Project”.

The Ministry of Health shall not be bound to assign any reason for not selecting any applicant
and will not defray any costs incurred by the applicant in the preparation and submission of
statements.

A consultant will be selected in accordance with the procedures set out in the World Bank’s
Guidelines: Selection and Employment of Consultants by World Bank Borrowers.
