HIV/AIDS/STIs & Tuberculosis Strategic Plan 2009-2011

The National HIV/AIDS program strengthened in its’ planning and management capabilities
We plan to:
- Recruit Monitoring and Evaluation officer
- Recruit Project officer
- Clearly defined Terms of Reference for the National HIV/AIDS Program
- Establish Standard Operating Procedures for the National HIV/AIDS Program
Strengthening of the health system to improve the universal access to prevention, treatment, care and support
We plan to:
- Training and socialization of updated guidelines
- Expand tuberculosis (TB), HIV/AIDS and other sexually transmitted infections (STIs) services into the primary care level (testing, partner notification and clinical care)
- Establish internal quality control measures
- Expansion of PMTCT program at primary care level (testing, partner notification)
- Strengthen the syndromic management of STIs at all levels of health care
- Capacity building in management, planning and policy formulation amongst officers
- Evaluation of the current health response to the HIV/AIDS
- Training in surveillance for the Epidemiology Unit
Improve management in access and rational use of medications, diagnostic supplies and other health commodities
We plan to:
- Develop and utilize a forecasting tool for procurement of ARVs
- Utilize SCM tool by Central Medical Stores and satellite units (i.e. pharmacies)
- Advocate for an adequate storage facility for Central Medical Stores
- Advocate for a functional Central Medical Laboratory (CML)
- Advocate for the expansion and decentralization of services done by CML
- Ensure ongoing availability of diagnostic commodities and supplies for TB, HIV/AIDS and other STIs (i.e. condoms, laboratory reagents)
- Advocate for true ownership of HIV/ AIDS epidemic at the regional level
- Continuous advocacy for the use of the Belize Health Information System at all levels of health care
Improved information and knowledge management
We plan to:
- Strengthen the Belize Health Insurance System to be able to feed national indicators for the monitoring and evaluation of the national response to TB, HIV/AIDS, and other STIs
- Review and improve the national HIV surveillance report and dissemination of quarterly and annual analytical reports
- Conduct baseline studies on vulnerable populations and demographic studies so as to get further insight into the epidemic
